CDB3-3340 Can not disqualify award with pending_admission status

Precondition:
SPE procedure with 1 award (status - pending_admission)

Steps to reproduce:

1. Upload act/rejection protocol, and terminationReason
2. Try to patch status to unsuccessful

Actual result:
422 - "status": "Status unsuccessful can not be set"

Expected result:
award status - unsuccessful
