CDB3-347 Registry create document history endpoint for registry objects && actions

We need to add an endpoint which will provide history of the document to the lease registry (objects, actions). Now it exists in procedures: GET ​/api​/procedures​/{procedure_id}​/documents​/{doc_id}​/history and in lease_requests of registry.
